Pediatric Affiliates, P.A. (Pediatric) hired PAL Data (PAL) to service its payroll and submit tax payments to the IRS.

Menachem Hirsch, the founder of PAL, embezzled the tax payments that Pediatric and other clients transferred to PAL.
